Uniformize configuration prefix #3478

Choose one configuration prefix for all local rero-ils configuration.

How it works

Some configuration prefix exists for rero-ils: RERO_ILS_APP, RERO_, RERO_ILS_UI, RERO_ILS.

Improvement suggestion

It would be great to choose only one prefix for the entire application.
