Community maintainer is able to define specific set of categories for the community software #1216

The main community maintainer should be able to create a set of categories, specific to a community, which can applied to software by software maintainer during the application process (when software wants to join the community).

In the settings section we should add "Categories" section where maintainers can manage specific community categories.
