Interface Adaption / Error Recovery when Nominatim isn't available #1095

Atm there's no indication / error recovery in the interface, when nominatim/osm isn't available. Ideally it should lead the user to recover from the situation, e.g. "try using the address bar" when clicking on the map doesn't work, or "try posting later. the rest of your message is save as a draft." (as worst case).

@ waffle discussion column tagging: what's the question to be discussed here? :) (this is design work that's open imo) if the question is whether or not we should (given time) then that's a definitive yes :)

@fkleedorfer This seems to be a definite "we'll do this", the only question is when. Can you weigh in on what column this issue should be moved to?
