Test determinism #58

It adds a test to check if we have deterministic output from tsid The deterministic tests are ok

45 seems to be to the stabilization/collision_detection/robot_dart/talos_graphics

This is ready to be merged We can add another determinism test including robot_dart sensor_data in another PR
