feat: use SARIF format #40

Change to using SARIF format, which can used by both trivy and reviewdog (since 0.15.0 - https://github.com/reviewdog/reviewdog/blob/master/CHANGELOG.md#v0150---2023-09-02).
Also removes the extra step of converting from json to rdjson.
