Fee Policy changes

The default fee for low-priority transactions is lowered from 0.0005 BTC 
(for each 1,000 bytes in the transaction; an average transaction is
about 500 bytes) to 0.0001 BTC.

Yes, it will happen.

But first, 0.8.2 needs to be released and gather a significant install base. 
Otherwise your transactions will be stuck again. For the adventurous, note you 
can disable the fee check already now in Settings > Labs > Allow low fee.

As of 3.09, Bitcoin Wallet uses bitcoinj 0.9 which correctly calculates fees.
