Remove bootnode suggestion #1

The bootnode is pointing to tesnet version 3. All the clients in testnet version 4 and beyond have valid bootnodes baked into the clients.

The problem in version 3 was that the bootnodes public/private key pair changed with every update. This has been resolved and is now stable. No need to pass in an ENR
