Auto-detect scale factor #23

We need to come up with a way to find the "optimal" scale factor given a range 
of inputs.

If it proves too complex to pre-determine, may have to resort to a simplified 
UI element (high/med/low number of watersheds VS the current slider)

Use multiple linear regression to find the optimal scalefactor given a priori 
assumptions about roughly what percentage of our species need to meet targets.
