Apply Change doesn't always update encumbrance panel when it should #837

Open the Lifting ST trait and increment its value in the editor, then apply changes. The encumbrance panel does not update itself. Using the keyboard shortcut in the sheet to increment the level does work, though. This is also not a problem on a fresh sheet with just the trait.

To reproduce on a new sheet:

Create a new sheet
Add trait Lifting ST from the Master Library
(adjusting works)
Add skill Brawling from the Master Library
(adjusting no longer works)
