Upload Gitea File to Rocky and update the playbook so it pulls the Gitea application from Rocky.

Mistymountain playbook was changed on Devin's GitHub so that the Gitea file could be pulled from "Rocky" instead of pushed through from the local machine the playbook is being run on (too big of a file). Closing this ticket.
