Fixed bug in Ephemplanete #41

FIxed bug in EphemPlanete that prevented it to run in Occultation. This involved the creation of the function get_position() that was presented only in EphemJPL and EphemKernel. Also, fixed a bug in EphemJPL where the default of id_type was smallbody, but inside the code it changed to majorbody
