Attached leader check had not been updated in the canPlay calculation. Should be ap_origLoc == origLoc to disable play via a just-joined Leader. IFL action also updated to re-attach/unordered an ordered leader. IFL should also disable an LBO play on the Leader (is it is required for IFL). Fixes in a836.

Also, all TC action pieces placed by a parent widget still preserved tcTgt attachments from the earlier iteration of the TC marker mechanism; modified these to clear attachments and attach only at the location. Legacy mechanic still in place for LhB and IIL.
