WIP: Feature/new vehicle assign

This branch fixes issues regarding the assigning of vehicles. issues

• vehicles are only reused if they have an expected soc of desired_soc
• standing time of vehicles does not account for
  • Charging curve of vehicle
  • Buffer Time of charging
  • Non default charging powers at depot stations, which are not equal to the config value cs_powerdeps...
• opportunity vehicles always had to charge the whole desired soc. Charging just their consumption was not possible
