Something is wrong with our data, quintiles, and/or algorithm since all LB .25 areas I check are above average on crime. It might be a denominator in that we have some areas without LB properties. Ron, if we're using the entire Jackson County dataset, that is probably the wrong for comparison. Let's figure out what we're doing and then what we should be doing.
Should we be comparing LB areas so they could pick the "best" of that base? If so, how would we do that and what would it look like? Even this neighborhood looks wrong:
