[test] Dev tox #237

Description

tox.ini hasn't update for a long time, and needs some update.

Solution

Update tox.ini, make it support python >= 3.7 and flake8 Add more feature, such as, bandit, pylint, build for Windows/Mac/Linux and docs

Notice: this tox.ini has already tested, you can always download it and use directly.
