Github action to upload to `CTAN` #3

As far as I can figure out, it seems that uploading the package is a manual process. I'd prefer if I could rely on Github to do this. The idea would be that I make a release here, and upon that release a Github action is triggered that submits to CTAN. If anyone has an idea of how this could be done I'd really appreciate any input!

Maybe this action will do the trick. Investigate a bit further.
