Vehicles don't always rotate when contacting surface #44

Steps to reproduce:

1. Start default mission
2. Drive across moon
3. Turn off guidance

Actual output:
Vehicle stays in same attitude when contacting ground

Expected output:
Vehicle bounces around like when guidance is activated
