Fix sampling-rate passing trough configuration #67

as noticed in https://github.com/robotology/human-dynamics-estimation/issues/412 the value passed trough configuration was actually not used.

CI is failing because if https://github.com/robotology/wearables/issues/56, we can proceeded merging when tested.
