phpseclib error #741

When running composer check / setup I get this error:

I have tried to change the rocketeer file that it relates to but when I save it, the SHA1 doesn't allow me to check or perform any rocketeer commands.

PHP5 on Ubuntu 16.04.

It seems you are missing a (some?) extension(s), can you try to install the XML PHP extension see if that fixes it? That is the one containing the utf8_decode and encode methods
