With 5.9.7 version hooks and i18n are loading on frontend #1471

Hello, after 5.9.7 release on frontend side of page there appeared liblaries i18n.min.js and hooks.min.js from wp-includes, these libs are ment for wp-admin FSE/Gutenberg not frontend
