Provide the ability to model an incoming or outgoing message from the S&T agent's perspective using the UI #168

As a config-ui user, I'd like the ability to test whether a given pair of 
endpoint addresses would be able to communicate securely given the current 
configuration.

The interface would require the two endpoint addresses and an indication of 
whether this was an incoming or outgoing message.   

The underlying service would invoke the S&T agent as configured to perform the 
endpoint validation and certificate checking.
