MDN message-id is not compliant with RFC 5322 #223

What steps will reproduce the problem?
1. Send a message to a trust Java RI instance. 
2. The receiving Java RI generates a processed MDN message after security and 
trust is validated.

What is the expected output? What do you see instead?
The message-id header field in the generated MDN message should be compliant as 
defined by RFC5322.   The message id is being generated as a GUID and is 
missing required elements.

Fixed and validated against transport test tool.  Released in agent 2.0.3.
