[FEATURE] Wikidata Reconciliation

Describe the problem you would like to solve Currently, reconciliation against Wikidata is done approximately once per month, on a volunteer basis, by a member of the curation board. Over time, this reconciliation has become of greater importance, supporting the mapping we do to other external identifiers in our schema (e.g. Funder Registry and ISNI IDs) as well as those we are unlikely to, but are of importance to ROR integrators (e.g. national-level PIDs). The reconciliation process would thus benefit from being formalized and managed by ROR directly.

Describe the solution you'd like As part of the release process, I want to be able to reconcile ROR data against Wikidata, creating new entries in Wikidata where no entry for the organization exists and updating records with the new ROR IDs values where assigned.

Who would benefit from this feature? ROR curation team, ROR integrators

Additional request for this feature from a user at the University of Lorraine who works with HAL -- they want to make sure that the information in ROR and Wikidata about their laboratories is the same without having to update it in both places.

For additional context:

• The current process updates:
  • Name, place, website, and type information.
• And excludes:
  • ISNI and Funder IDs.
  • Creation of relationships.
• The APS script looks like it could be easily modified to include ISNI and Funder IDs.
• Relationships would have to be created on the basis of both parent and child having Wikidata IDs and would need clarification about correct claim to use.
• Further development to add additional fields would likely have to be done by us, as APS is graciously doing this for us on a volunteer basis.
• Some manual reconciliation to address things like duplicates seem likely unavoidable. APS staff does those now, so we should confer with them for all the details.
