Describe the problem you would like to solve As part of https://github.com/ror-community/ror-roadmap/issues/122:

• Update incremental indexing in https://github.com/ror-community/ror-api to support updating either v1 or v2 (indexing full data dump in either version has already been completed)
• Update Github actions in https://github.com/ror-community/ror-updates to support validating either v2 or v1 records
• Add/update Github actions in https://github.com/ror-community/ror-records to support generating v1 records based on v2 records
• Add/update Github actions in https://github.com/ror-community/ror-records to support validating and deploying to either v2 or v1 index
