[MAINTENANCE] Update data dump action to apply the correct CC0 indicator #202

Describe the current state/issue Due to an oversight as well as limitations on the old Zenodo platform, we mistakenly applied the wrong CC0 indicator on ROR data dumps. This will be corrected on existing data dumps now that the Zenodo platform migration is complete. However, the data dump action needs to be updated to make sure the correct license indicator is applied on subsequently published data dumps.

Describe the desired state/solution The data dump action applies the correct CC0 indicator on newly published data dumps.

Old license indicator: Creative Commons Public Domain Dedication and Certification New license indicator: Creative Commons Zero v1.0 Universal

Follow-up investigation of the Zenodo dump code clarified that the action copies the license from the previous dump, so no further adjustments are needed. Closing.
