add include path for dynamic reconfigure #29

I found this tutorial: http://wiki.ros.org/dynamic_reconfigure/Tutorials/SettingUpDynamicReconfigureForANode

Which says this path needs to be added to the include directory.

I'm not sure why this only fails on Xenial. It's passing on Wily and Jessie. http://repositories.ros.org/status_page/ros_kinetic_default.html?q=free

I have no idea why that problem suddenly surfaced. I'll make a new Kinetic release with this fix soon.
