Migrate to Gihub Actions for CI #13

As per subject.

Removed the old Travis config and introduced a basic GHA config based on industrial_ci (the same config we use in ros-industrial/fanuc and several other repositories).

Successful build: gavanderhoorn/abb_driver/actions#978204185.

Merging, as this GHA configuration has been reviewed in multiple other PRs already.
