add Test-Environment.md #18

@razr Looks good to me. Just one question, how is this document related to the hardware we are planning to use in the buildfarm (e.g. ADLINK ROScube)? Do we want to list every hardware that we are using for testing purposes?

@carlossvg, it provides a formal description of what hardware and software we plan to use for the tests. It will give people guidance on what they should look for if they would like to reproduce our tests. This document does not describe what hardware type will be used in the buildfarm, but it should fulfill these requirements.
