Move branding into separate install package (out of winver) #176

winver has the x64 Edition banner baked in, this should be moved to a separate package, and built with an SKU argument.

Most likely under /shell/winbrand, and we'll use something like WINTC_SKU as the CMake variable.

Also refer to #78 for other SKU possibilities.
