Fix TCP tests freezing on github actions
Add more ktor engines to websocket tests
Increased keep alive timeouts - somehow cause random tests failure, to be investigated later while fixing #91
Increased tests memory - requestChannel256x512 in TCP sometimes cause OOM - can be some leak or not efficient implementation - will be checked in #82
Minor changes of WebSockets configuration

Let's wait for tests I will rerun them several times If they pass all time, let's merge

somehow, now all tests (even previously passed workflows) are failing now... Locally - everything works I filled an issue for that https://youtrack.jetbrains.com/issue/KTOR-960 yesterday. Don't even understand now, what happens

After changing of actions OS to ubuntu-20.04 - everything is ok, can be merged now
