Starting major updates to @rtoken/utils

Renames rtoken-analytics to @rtoken/utils

• Updates readme with the new desired API design
• Removes hard-coded contracts and instead imports them from /contracts sister package
• Adds npm publish github workflow
• Allows bringing your own apollo client
• Replaces webpack for babel
• Adds module option in package.json for ES6 compatible
• Begin updating test suite

TODO:

• Break apart the main class into individual files
• Change Infura instantiation for new method (if Infura is still needed)
• Continue developing package and test suite using new API design.
