build: trigger new release-please PR

Description of changes:

• There was an issue with the release automation process, which has since been resolved by https://github.com/runfinch/finch/pull/1112.
  • this is the latest nightly release process, which ran successfully earlier today (after the merge)
  • You can see the problematic file included in the build logs, where it wasn't included for the 1.3.0 release build, causing the error described in #1112 at runtime
• In order to trigger a new automated release, there needs to be a commit merged which has a tag matching one of the non-hidden fields listed here. This is an empty commit with a build tag, which matches those criteria, and should trigger a 1.3.1 release please PR.
