Release for Gradle metadata .4 #25

Jetbrains libraries for Kotlin 1.3.30 are all published with metadata .4, so to use everything together we need a version that's compatible. My libs and SQLDelight are in the same boat. Pushing 2 release versions to cover Gradle 5.1 and 5.3. Assume when Kotlin 1.3.40 hits this goes away because metadata hits 1.0 and should be backward compatible.

Not needed. Just use Gradle 5.3+. It can use either metadata 0.4 or 1.0.
