Add Azure Pipelines configuration for CI #33

PR should now trigger a build (assuming I did this right).

This does builds but isn't publishing yet.

Hm. Checks have passed but github complains that required statuses are still missing. Assuming this is due to some configuration fiddling after the PR was opened, so I'm going to merge anyway.
