[ENH] Implement buttons for Telegram #68

The sections for an enhancement issue are:

  1. Motivation - Christoph Kraemer's work, one could configure buttons for bot responses. This feature is also desired in the main branch of the service.
  2. Specification - There should be possible to include buttons in chatbot responses on Telegram.
  3. Finalised state - Telegram chatbots can send messages including buttons, which can be clicked to trigger further chatbot responses.
