4.0 upgrade #217

Mostly this PR is to upgrade DropWizard dependency to 4.0.2. I also updated POM version and Spring dependency version, but those are not absolutely necessary. I was trying to resolve the JMX Reporter packaging change in the newer 4.0+ versions of DropWizard. Let me know if you want anything changed in this PR.

Thank you! I hadn't realized so little changed in v4. I'm having issues with my personal laptop, so I'm afraid I won't be able to release this change quite yet, but I'll get to it soon. Also I will have to remove metrics-ganglia, since that was dropped from v4 as one of its dependencies has a conflicting license.
