Addresses #23 and is modelled mostly off the inbuilt Zig extension for Zed.
Tested on linux and successfully downloads and runs texlab when uninstalled elsewhere.

This currently downloads each texlab release as they come out, in line with the behaviour of other extensions, and then deletes others.
