Tooltips are no longer working #10

The tooltips were working, any now they are not as of daebcfd.

Perhaps a git-bisect would help determine what happened.

I noticed that when I was trying to let the user select part of the legend at the top for filtering countries, something like background color wasn't being responsive on mouseover. Hmm. I can't find what I did with that code though. Do you have time today to see what went wrong while I work on brushing another attribute?
