Allow management of featured sets and objects via web application UI

Describe the new feature:

Make it possible for museum staff to manage featured sets and featured
objects, via a user interface provided by the Delphi web application. 

Specific capabilities to support this feature might include:

* Adding and removing sets and objects from the featured sets and featured
objects list.
* Copying personal sets to the featured sets list.
* Maintaining lists of greater than six featured sets and greater than six
featured objects, and choosing which of these are to be currently featured.
* Configuring automatic rotations of featured sets and objects.  This
might, in part, be implemented via a random seed value that might change
less frequently (e.g. daily) for featured sets and more frequently for
featured objects.

Some of the above might be broken out into new issues, as sub-tasks.

(This feature request came from Patrick, and arose out of a conversation
between Patrick and Aron on 2009-05-06.)
