sasjs deploy for sas9 does not use specific .env when defaultTarget #864

To reproduce:

set the name of a target with SAS9 serverType as the defaultTarget
run sasjs auth for that target

There is now a .env.targetname file with credentials

Run sasjs cbd

The following error occurs:

This error can be avoided by:

adding the -t targetname switch to the command
renaming the .env.targetname file to just .env

Definition of done:

target scoped .env files (eg .env.targetname) should be searched for SAS 9 credentials where necessary
we have a test to ensure this continues to be the case
