Backend - Port Functionality to Base Project - CodeCov #207

Implement CodeCov code coverage monitoring tool for the Base Project so that the banner appears in the README as shown by the source repository in Github. The TribeApp project should be a good example of how to do this.

Jonathan: Soo.. we should go through TribeApp, the Base project, and other Savvato Base-project-based projects to see what commonalities are there, and what should be ported back to Base project. This will be a big task, we will need a planning session, and someone dedicated to this.
