Add a description for a setting #29

Currently you can only specify a name for a setting in the settings file of a 
plugin. Very often a good description text would tell the user what the setting 
actually changes.
I propose to add another attribute to the "setting" tag: "description", which 
will also be displayed in the window via a GUIProperty when that setting is 
selected.
