split sound.py from twitchTransFN.py

What?

• リファクタリング第二弾でtwitchTransFN.pyからSoundスレッド関連のコードを分割し、tts.pyとして独立させました

Why?

• コードがじわじわ長くなってきたのと、この部分の独立性が私の側で見えていたので分割しやすかったから取り組んでみました（その２）

Note

• 本当はテストを足したほうがいいかも。
• 個別にPRを送っていますがconflictしたら直すのでお伝え下さいm( )m

I seem to have an outdated config.py file, and the file on your fork seems to be outdated as well. I don't know what TTS_TextMaxLength looks like nor the type is, but I've forced the value to be 20 for now. Same thing with TTS_MessageForOmitting. Is it a length per character, or per complete words?
