Reaction's sboTerm should point to SBO events Cf. [1631161]

Following the discussion in Yokohama, the attribute sboTerm of a "reaction" should contain the ID of an SBO term belonging to the event vocabulary and not the modelling framework vocabulary.

1) the modelling framework is already pointed to from the term itself

2) it would permit to link SBML to SBGN and BioPAX

This change does not imply a schema modification. We need to do it quickly in order to allow Sarah to write the validation rule.
