Description

Several clean up changes here. I made the editable project row into it's own reusable component and implemented it.

• I added it to the ballot review page so we can easily update the allocation for each project without having to use modals.
• I renamed "votes" to "allocation" everywhere. We were already using allocation in many places and it made more sense to me to change all types to use that name.
• I fixed some weird 0 parsing issues when entering data into the inputs.

There is one file I am not proud of (AlreadyOnBallotConflictModal.tsx) but it is not currently in use and I ran out of time to fix several linting errors. If we want to use that component then we can clean it up some more.
