Bump to 20.04 to prolong need to update? I'm surprised you don't also need to update versions of gcc with the image update but since CI passes I assume it is fine.

I didn't want to push it too far by jumping ahead 2 LTS releases: we want to make sure that the libs work on older OS releases.
I was worried about the compilers too, but except for MSVC, they come from conda, and they seem to be doing a nice work keeping things worked and synced.
I was doing some work when I noticed that Azure is retiring the Ubuntu 16.04 image (Support for Ubuntu LTS releases lasts for 5 years, so 16.04 expired last April):
I'm replacing it with the next Ubuntu LTS release, 18.04, which will last for another 2 years.
