Billing API is not working due to latest AWS changes #61

When using the billing API I got several exceptions (such as "API not found"). When investigating, I found out that apparently some endpoints have changed.

just uploaded v3.1.5. Pipeline is broken for test so bypassed for now. Sadly i am very pressed with time, so thanks for stepping in and fixing this. ❤️
