After outage: Why did adventist node not self spawn #136

During the outage this morning, the node went down and did not self spawn. It is a part of a node scaling group. We need to investiagte why when the node went down it did not self repair.

I am seeing that the auto-scaler is working. The node is just not terminating on it's own.
