Add nginx 1.24 for rhel8 and rhel9 #278

This pull request allows testing nginx 1.24 for C9s, C8s, rhel8, and rhel9.

Dockerfile.rhel8 is added for version 1.24

Also, build and push is updated for C9s and C8s.
