Add notification system backend #662

Description

Added notifications for the following events -

Addition/Removal of project member
Addition/Removal of team member
Admin status
Issue is assigned to user
Assigned issue is updated
Comments on assigned issue
Mentioned/Tagged in chat

Used flask-signals with Blinker library

Type of change

[ ] Breaking change (fix or feature that would cause existing functionality to not work as expected)
[ ] This change requires a documentation update
